URL file-access is disabled in the server configurationと怒られた場合

最近Winマシンを新調してもらい、ローカルサーバにとxamppをインストールしたのですが
前のマシンで動いていたphpが怒られてしまいました。

Warning: require() [function.require]: URL file-access is disabled in the server configuration in xxxxx on line xxx

Allow_url_fopenを許可していないのが原因でした。php.iniを編集して動作OK。
